That being said, I understand what you mean completely.
I mean the subbed version of the Yakuza arc of Black Lagoon. OMG! Revy! You're supposed to be American and speak only English. That's not English!
Or Evangelion 2.22. It's obvious English was not the VAs native language.
Now yes, I'll admit these two examples are actually not the worse Engrish out there (and those series I probably haven't really seen. The ones that are atrocious). Still, as an English speaker/listener, you won't confuse these VAs as native speakers.
Me watching Black lagoon is EXACTLY what brought the topic to my head......it was REALLY good in the english version how Rock was translating the english, but in the sub, I was like WTF is Balalaika saying
Are the producers that cheap they can't Hire English voice actors for certain scenes?
It can't be THAT hard to find a english speaker in the world who's voice is AT LEAST somewhat similar to the seiyuu
